EDM Producer Starter Package
Here is a list of tools and software I have put together for someone looking to get into music production. All of these items will be completely free, and I will be more than enough to help you get started learning music production.
DAW
Your Daw is where you will be creating and arranging your musical compositions. So it is important that you pick the one that is right for you. For this list I felt Reaper would be the most suitable choice. Reaper is a professional DAW that offers a fully functional trial period. The trial lasts forever, but you are encouraged to pay at start up overtime. Just because it is free does not mean you should think of this DAW any less then you would another. Reaper carries most and if not all the functions of other DAWs.
Because DAW preference varies so much between producers and the point of this list is to get you started so you can learn I decided to talk about the paid for DAWs. The DAWs that I can personally recommend are Ableton Live, FL Studio, and Logic. All three of these options are very popular in the EDM community and come with trial periods. With these trial periods you will not be able to save your projects however you will be able to learn and work with them so you can decide for yourself which DAW is best suited for you.

Synth
Once you have chosen your DAW the first thing you should do is learn how all of the tools work within the program. The tools within are extremely powerful, and I personally like to keep it within the tools of my DAW as much as possible. Because you are producing electronic music it will be essential that you learn the basics of Synthesis.
The Synth I am going to recommend is Helm. The beauty of synthesis is the knowledge of how to program a sound crosses over from plugin to plugin almost entirely. When learning the basic concepts it is important to have the proper synth. Helm offers a fantastic sounding synth with a very visual GUI that will help you learn the basics of synthesis.

Music Theory:
To get started inside your DAW you are going to need a basic understanding of music theory to know what notes to use. For this I recommend this short video by Seamlessr
